Cabinet Greenlights Migration and Mobility Agreement with Italy

The Union Cabinet, under Prime Minister Narendra Modi's leadership, has granted retrospective approval to the Ministry of External Affairs' proposal, sanctioning the signing and ratification of the Migration and Mobility Agreement between India and Italy.

This pivotal accord aims to amplify interpersonal connections, facilitate the movement of students, skilled laborers, business professionals, and young talents, and bolster collaboration concerning irregular migration matters between both nations.

The agreement solidifies the existing Italian visa framework, encompassing provisions for post-study opportunities, internships, and professional training, offering a beneficial edge to India within the current labor mobility channels specified in the Flows Decree.

Indian students completing academic or vocational training in Italy can obtain temporary residency for up to 12 months, fostering initial professional experiences.

The Italian side has outlined comprehensive guidelines for Professional Training, Extracurricular Internships, and Curricular Internships, enabling Indian students and trainees to immerse themselves in Italian skill and training standards.

In alignment with the Flows Decree, Italy has allocated quotas for both non-seasonal and seasonal Indian workers, ranging from 2023 to 2025, underscoring a commitment to enhance labor mobility opportunities.

Furthermore, the agreement formalizes collaboration on advancing mobility channels through discussions on Youth Mobility and the Recruitment of Indian healthcare and medical professionals via a Joint Working Group (JWG).

This agreement, slated to commence its effect on the first day of the second month post the mutual notification completion of internal procedures, will endure for five years, subject to automatic renewal unless terminated.

For effective oversight, a Joint Working Group (JWG) will monitor the agreement, convening periodically to assess implementation, exchange pertinent information, and deliberate on strategies to fortify execution.

In essence, the India-Italy Migration and Mobility Agreement forge new avenues for mutual growth, fostering educational, professional, and collaborative opportunities while addressing pertinent migration concerns.
