Mohammed bin Rashid Enacts Dubai's Executive Council Law

 

In his role as the Ruler of Dubai, His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, has issued Law No. (26) of 2023, providing a comprehensive framework for the operations and responsibilities of The Executive Council (TEC) of Dubai.

This newly enacted law underscores TEC's multifaceted objectives, emphasizing its pivotal role in translating the leadership's vision into tangible actions. TEC is mandated to foster a thriving society, address the diverse needs of citizens, ensure a high standard of living, actively engage citizens across crucial sectors, promote sustainability, contribute to community well-being, and fortify security measures for all residents, visitors, and citizens within the emirate.

The law intricately details TEC's array of responsibilities, encompassing strategic planning, endorsement of public policies, definition of Dubai's priorities, and meticulous oversight of the implementation of strategic plans. Furthermore, it places a strong emphasis on TEC's role in improving legislative frameworks, ensuring continuous improvement in government performance, and actively contributing to Dubai's global reputation.

An integral component of this legislative update is the provision for the appointment of the Council's Chairman, establishing a transparent and structured process for this crucial position. Additionally, Law No. (26) of 2023 introduces the creation of the 'Strategic Affairs Council' as a subsidiary of TEC. This affiliated body is entrusted with the approval of public policies in strategic fields, presenting these policies to TEC for approval, reviewing the Dubai Strategic Plan, and submitting it for approval.

The law further outlines the authority and operational processes of both TEC and the Strategic Affairs Council, ensuring a clear delineation of responsibilities and streamlined decision-making processes.

A notable inclusion in this legal framework is the establishment of a General Secretariat for TEC, comprising a Secretary General and deputies, supported by a team of experienced professionals. The General Secretariat plays a pivotal role in providing support to TEC and the Strategic Affairs Council, contributing to decision-making processes and strategic approaches. It is empowered to lead the preparation and updates of the Dubai Strategic Plan, offer insights on legislative projects, and present annual reports, among other responsibilities.

Crucially, Law No. (26) of 2023 replaces earlier laws and resolutions related to TEC, ensuring a more robust and contemporary legislative foundation. The law nullifies previous resolutions and regulations, providing clarity and coherence in governance structures while allowing for continuity until new directives are issued. Overall, this legal enactment marks a significant step in enhancing the efficiency, transparency, and strategic focus of Dubai's Executive Council, aligning it with the dynamic needs of the emirate and its residents.
