Germany's ruling coalition has reached a deal on the 2025 budget after a prolonged period of internal disputes. The agreement was finalized on July 5, 2024, following weeks of negotiation and contentious discussions that highlighted the coalition's ongoing struggles. Chancellor Olaf Scholz's coalition, consisting of the center-left Social Democrats, the environmentalist Greens, and the pro-business Free Democrats, has faced significant challenges in aligning their diverse agendas.
Financial management has been a particularly contentious issue, with Finance Minister Christian Lindner advocating for stringent fiscal discipline and adherence to Germany's strict debt rules. The coalition had previously faced setbacks, including a court ruling in November that invalidated a plan to reallocate 60 billion euros originally earmarked for pandemic relief. This decision forced a hurried revision of the 2024 budget and led to subsidy cuts that sparked protests.
The finalized 2025 budget includes increased spending on defense, affordable housing, and a stimulus package aimed at boosting the economy. Recent negotiations focused on addressing a financing gap, which has now been reduced from 17 billion euros to approximately 12 billion euros through strategic budget adjustments. The revised budget is set for legislative review.
