Shanghai has announced a comprehensive plan aimed at enhancing its business environment, focusing on streamlining trade and investment processes, boosting administrative efficiency, and improving legal frameworks. Since 2017, the city has been consistently refining its business environment, with the latest version focusing on bridging the gap between government policies and enterprise needs. Version 7.0 of the reform plan emphasizes clarity and simplicity, aiming to provide clear guidelines for businesses. Shanghai's efforts have already shown significant results, with the city's ranking in the World Bank's global business environment index improving from 78th place in 2018 to 31st in 2020. The plan encompasses various sectors, including business entry, public facilities, labor and employment, financial services, international trade, tax payment, commercial dispute resolution, market competition, and insolvency. Additionally, the plan outlines measures to enhance enterprise services, law enforcement, regional innovation, collaboration, and co-construction. These initiatives aim to make Shanghai an even more attractive destination for businesses, fostering growth and innovation in the region.
